Recently, Chengli Automobile Group Co., Ltd., a leader in China’s specialized vehicle sector, formally signed an agreement with Shushan District, Hefei City, to establish its CLW East China Headquarters Base there.
The headquarters base will be developed in three phases, creating a “three centers and one base” complex encompassing an intelligent R&D center, an intelligent manufacturing center, a global sales center, and an industrial cluster base. It is dedicated to becoming Chengli Group’s vital intelligent vehicle industrial base and innovation hub serving East China and radiating nationwide.

Reflecting on the project negotiation process, Zhou Houshan, Executive President of Chengli Group and Chairman of Anhui Fengchi Automobile Sales Co., Ltd., remarked with emotion, “The principal leaders of Shushan District personally led delegations on three separate visits spanning thousands of miles to our headquarters in Suizhou, Hubei. ” They dedicated themselves wholeheartedly to the project, focusing discussions on concrete plans and future development. This trust, born of sincerity, swiftly translated into efficient execution. From aligning top-level strategies to negotiating specific terms, the government and enterprise shared highly consistent goals, jointly achieving the project’s “100-day speed” for implementation.

What impressed Zhou Houshan even more was the “beyond-expectation” service. “Shushan District not only actively connected us with top research teams from institutions like the University of Science and Technology of China but also facilitated access to key application scenarios and market resources. Currently, the CLW East China Headquarters Base is in discussions with local research teams and relevant enterprises, collaborating with an academician-led team in the environmental field to jointly develop specialized vehicles such as mobile environmental monitoring platforms.
The establishment of the CLW East China Headquarters Base adds another crucial piece to the Shushan District’s intelligent connected vehicle industry landscape.
This year, Shushan District has focused on key industrial sectors, attracting a series of landmark industrial projects and new economy initiatives. Additionally, the convergence of over 40 new productive service projects is driving the continuous refinement of the regional industrial ecosystem.
Moving forward, Shushan District will place greater emphasis on systematically integrating the intelligent connected vehicle industry chain. This includes supporting upstream R&D in core technologies like complex environmental perception and intelligent connected decision-making control; attracting and nurturing midstream enterprises with competitive advantages in high-quality components; and developing downstream aftermarket services. The goal is to cultivate a vibrant “industrial rainforest” where enterprises thrive in symbiosis.
